You might prefer to hide your deathstar away to surprise them at the end, but the use of it does something good.
Shock and awe.
Basically, if you can shock and awe them into some form of submission, with an almost vulgar display of power, people will not stand up to you. People will surrender to a highly impressive display of force. After all, for them, it would be a massacre.
From the point of view of the person with the deathstar, why send your men to die, when you can shock and awe your enemies into submission with your ultimate weapon, and at the same time, not lose any of your own men?

True. That's why atom bombs might be used. That's why semi covert, special teams armed with weapons unmatchable by conventional means - maybe even magic - might be utilised. Mage hunters of sort. But that's not a reason to arm every man you have with lesser weapons - especially since these armies might rebel one day, and use these very weapons against you, or get to the black market.
What you'd like to do is give thet black market the feeling it has the most advanced weaponry yet, when all it has are guns from the 1800s, and you have ones from the 2100s.
Also, the deathstar might have been used to shock them into submission, they might prefer to hide future death stars until you need them - in this case, the second round with the D-SD.
